   <description><![CDATA[Governor Patterson included a 10% raise in the NYS public assistance grant each year for the next three years. In announcing the raise, he noted that this is a [b]moral [/ issue. That language was echoed earlier by Dennis Whalen, Director of State Operations, when representatives from IINYS, Hunger Action Network, Reform Jewish Voice, NYS Council of Churches and the NYS Catholic Conference met in the Executive Chamber with him and Joe Baker, Deputy Secretary for Health and Human Services. We have been insisting for the past two years that an increase in the welfare grant, which has not been raised in 18 years, is an urgent moral issue.    <title>Welfare grant update</title>

   <description><![CDATA[&nbsp;&nbsp;&nbsp;&nbsp; On Tuesday, Dec. 9th, IINYS and members of the Hunger Action Network of New York State met with NYS Operations Director Dennis Whalen and Deputy Secretary for Health and Human Services Joe Baker to talk about the need for increasing the basic welfare grant and easing the pressure on food pantries. In addition to myself (Robb Smith, Executive Director, Interfaith Impact of NYS), our group included Demi McGuire, Director of the NYS Episcopal Public Policy Network and an IINYS board member; Barbara Zaron, representing Congregation Beth Emeth (Barbara is also a member of the IINYS board and of the Reform Jewish Voice Steering Committee); the Rev. Deb Jamison, Focus Churches; Mark Dunlea, Executive Director, Hunger Action Network of NYS; and Earl Eichelberger, Director of Human Services for the NYS Catholic Conference of Bishops. <br />&nbsp;&nbsp;&nbsp;&nbsp; As usual at these meetings, it was a wide-ranging discussion. While we don't know for sure what is in the budget, Dennis Whalen acknowledged that&nbsp;&nbsp;concern for the needs of the poor is a moral concern. We left feeling hopeful that there might be a slight increase in the basic welfare grant, which has not changed since 1990, but we'll have to wait and see. The Governor's budget will be published on Dec. 16th, and Mr. Whalen invited to return in a couple of weeks to discuss it. <br />&nbsp;&nbsp;&nbsp;&nbsp; Other issues that were mentioned in passing including <strong>prison to community transitions, universal health care, </strong>and possible <strong>new revenue streams</strong>, including capturing more of the stock transfer tax and making the income tax system more progressive by increasing the taxes paid by the wealthiest New Yorkers.<br />&nbsp;&nbsp;&nbsp;&nbsp; The IINYS board voted last year to formally support an increase in the welfare grant, which is a fundamental question of economic justice and concern for the poor. Related issues, such as taxation, have not been formally approved but are in keeping with our support for the general stands taken by the NYS Fiscal Policy Institute.<br />&nbsp;&nbsp;&nbsp;&nbsp; The following day, we held a <strong>prayer vigil</strong> in front of the Governor's office on the second floor of the Capitol building.&nbsp;&nbsp;]]></description>
